IPL is very slow, doing whole body is painfully slow and I just don't do it. Only use it on most problematic parts and regular epilator for rest, I'm definitely not spending 2 hours every other day doing it.

I do pretty much everything with epilator, it's as fast as using electric shaver, even spots that I do with IPL later. Then IPL face,chest and tummy. All every 2-4 days depending on how I find time for it and if I want to look really good in the next days or just sustain "good enough" level.
As for epilators I have Philips SatinPerfect and Braun SilkEpil1, first one is more expensive and more safe, fine for doing sensitive spots like ass or taint. Second one is cheap but more powerful, fine for legs... but dangerous to use on any loose skin, it will happily make bloody mess out of it :/

Long time ago I used shaver and it was just horrible, red spots and ingrown hairs everywhere. Then finally I bought epilator and at that point I didn't really cared about how painful it will be, I just wanted smooth legs and skin. But It wasn't really that bad at all, maybe for first 3 uses? But hairs get weaker and weaker, so even if they still grow, it's far less painful to use now. I only get some irritation on my arms (and good soak and bath takes care of it).
I'd say go for it and buy one cheaper and use it at least for a month. First few times will be more painful, but trust me, it's like the fastest and easiest way to be hairless and look good. I should have only done it sooner.

The Phillips is probably expensive, I was lucky enough to get it pretty much new for cheap because it had broken adapter cable (easy to fix). But the other one should be cheaper... or some similar.
Your photo looks better, but still needs more light (or longer exposure).

Yeah, the Braun is what I do my legs with and it's perfect for that. So much faster than IPLing them and Braun is proper brand, should not break easily like some Aliexpress crap.
Exposure = shutter time (how long camera is capturing the image), so you capture more light. Basically you can either use more lighting (lamps, righlights, whatever) or longer exposure times. But too long means your camera and you have to be static and don't move, or it will be blurry,
